Through thoughtful planning, Keenan Development assessed and coordinated the College of Charleston's needs with meeting the stringent downtown historic district requirements of both the city of Charleston and the state of South Carolina, and successfully developed this $18 million, multi-story, 600-student residence hall facility.
Keenan Development used public/private funding to complete the design/build/finance project, which included student sleeping and living quarters, associated study areas, commercial space and food service facilities. Subsequent refinancing of this transaction allowed the College to repay its rental and debt obligations considerably sooner than originally planned, thus saving the College and taxpayers significant funds.

The facility is owned by a not-for-profit entity affiliated with the College.
As is the case with all Keenan Development projects, the Joe E. Berry Residence Hall was completed on time and within budget.
